Four builders account for about 48% of the 42,303 live domains in our September 2026 crawl: Duda, One.com, Mono.net and IONOS MyWebsite, each of which gives its sites a Termly banner through the builder. One.com and Termly even share an owner, group.one. Sites that installed it themselves include PACCAR, Celestica, TrueBlue and the University of Bristol. Below is the list of companies that use Termly, with size, country and industry.

The 42,303 leaves out 81,585 domain-for-sale pages, almost all on the Atom marketplace, which load Termly's banner under the marketplace's own account. Counted raw, as our category table still does, Termly looks almost three times bigger. On the cleaned count it ranks 14th of 129 technologies in Consent & Privacy Management with a 1.06% share. Termly customers are small and lean European: 62.53% of matched companies have 1 to 10 staff, and European countries hold more of them than the United States.

One point: 42,303 live domains in September 2026, counted without the domain-for-sale pages described at the end of this page. We started recognising Termly's current banner script on 4 August 2026; before that our crawl saw only the older embed, about 2,700 domains in July. So 94.03% of today's domains were first seen in August or September, and that jump is our detection catching up. The set of domains we crawl also turns over every month, with dead sites dropping out and new ones added. Exits we can count: 1,864 domains dropped Termly since we began tracking it in March 2026.

Several of them run Termly on one site rather than the whole estate: the Post Office on its parcel-ordering site, the University of Texas on its extended-campus site, Main Line Health on its careers site. PACCAR, Celestica and TrueBlue run it on the main domain.

Construction companies using Termly form the largest group at 5.96%, from small contractors on builder sites to JE Dunn Construction Group on jedunn.com. Hospitals and health systems on Termly include Main Line Health, Hoag and Brown University Health. Universities using Termly are a cluster of their own: Bristol, Queen Mary University of London, Lincoln and the University of Denver's professional-studies site.

Termly Customer Migration

Since we began tracking in March 2026, 97 domains dropped CookieYes and kept Termly, and 62 did the same with Complianz; the table opens on the last 30 days (44 and 18). The Complianz flow is the firmer one: of 121 domains ever seen with both, 62 left Complianz for Termly where Complianz's usual drop rate predicts about 8, and 17 went the other way. CookieYes barely passes our tests, at about twice its base rate (97 against roughly 46 expected) with 83 of 210 sites still running both, so read it as a lean. Not in the table: about 3,300 domains that lost Cookiebot and kept Termly. 2,965 of the 3,148 we listed are Duda sites, which is Duda changing the banner it provides, one decision rather than thousands.

How We Counted Termly Customers

A domain counts here if a page on it loads a script from termly.io: Termly's current consent banner (app.termly.io/resource-blocker/ followed by the site's own Termly ID) or its older embed script. There is no link test and no WordPress-plugin test; Termly's WordPress plugin is counted because it loads the same script. A privacy policy pasted into a page as HTML loads no Termly script, so the rule doesn't count it, and pages that show only a hosted Termly policy or a data-request link are rare, 3 in a raw-HTML sample of 400. So this page counts consent banners, not everyone who has generated a Termly policy.

Before computing anything, we removed 81,585 domains that pass that test but aren't Termly customers. They are parked domains listed for sale, and almost all belong to Atom, a domain marketplace whose for-sale landing pages load Termly's banner under a single Termly website ID, Atom's own. 69,478 of them carried a for-sale page title, and 65,850 of those read "Premium Domain For Sale | Atom". The rest had no title but ran Intercom and New Relic, the same pair Atom's landing pages carry; when we followed all 12,177 untitled domains with that pair, 10,675 redirected to a marketplace. We put back 34 that turned out to be real businesses. Checked from the other side, the exclusion holds: all 33 domains in a random sample of 200 that redirected to atom.com, and all 10 marketplace landers among 29 random pages we opened in a browser, were already in it.

Every chart and table on this page uses the remaining 42,303. Our Consent & Privacy Management category table hasn't had this correction and lists Termly at 117,772, 11th in the category, which is why the two pages disagree; on the cleaned count Termly is 14th with 1.06%. About 48% of the 42,303 are sites on Duda (21.23%), One.com hosting (16.14%), Mono.net (7.45%) or IONOS MyWebsite (3.33%). Those builders give each site its own Termly ID, so the banners are real, but the choice of vendor was usually the builder's. And before 4 August 2026 we recognised only Termly's older embed script, so our earlier monthly totals missed the current banner and the usage chart starts in September.

I started on Termly expecting a big number to shrink a little. It shrank by two thirds. Our September 2026 crawl finds Termly's script on 123,888 live domains, and 81,585 of them are domains for sale. The other 42,303, 29,594 of them matched to a company, are the base for everything below, and about half of those got Termly from a website builder.

Two thirds of the raw count is for sale

Atom, a domain marketplace, puts a Termly consent banner on its for-sale landing pages, all under one Termly account. 65,850 domains carry the title "Premium Domain For Sale | Atom", about 12,000 untitled ones run Atom's chat and monitoring scripts and redirect to atom.com, and smaller marketplaces add a few thousand more. None of them is a business choosing a consent tool. We removed all 81,585 and put back the 34 real sites the filter had caught.

Sales signal: a Termly list built from a raw script count is mostly parked domains. Short brandable .com names with no company behind them are the giveaway.

One reading, not a trend line

The usage chart has one point. Until 4 August 2026 our detection recognised only Termly's older embed script, which found about 2,700 domains in July; the current banner loads from a different address, and we started counting it in August. So 94.03% of today's clean domains were first seen in August or September, a figure that measures our detection rather than Termly's sales. The domains we crawl also turn over every month, dead sites out and newly found ones in. Exits we can count: 1,864 domains dropped Termly since we began tracking it in March 2026.

The builder channel

This is the finding I'd put first in a briefing. Duda runs on 21.23% of Termly's clean domains, One.com hosts 16.14%, Mono.net builds 7.45% and IONOS MyWebsite 3.33%, about 48% in all. Duda, One.com and IONOS offer Termly from their own dashboards, and Mono.net sites carry it the same way. One.com is the closest tie. group.one bought Termly in January 2024, One.com is a group.one brand, and one.com customers switch Termly on and pay for it through one.com. Every builder site still gets its own Termly ID and a working banner, so the installs are real. But the owner of a small Duda site picked Duda, and Duda picked the consent tool.

Sales signal: on a builder site the consent decision usually sits with the builder or the agency. For Termly's rivals the builders are the accounts worth winning, since one decision there moves thousands of sites.

Who the customers are

Across all matched companies the base is small, with a long tail of large organisations: 62.53% have 1 to 10 employees and 308 have more than 1,000. PACCAR, Celestica and TrueBlue run Termly on their main domains, while the Post Office uses it on its parcel-ordering site and the University of Texas on its extended-campus site. Universities (Bristol, Queen Mary, Lincoln, Oklahoma's online programmes) and US health systems such as Main Line Health and Hoag form visible clusters. Geography is the other surprise. The US has the most matched companies, 10,129, but the European countries in our top 15 hold 15,986 between them, probably because One.com and Mono.net are European.

Sales signal: two segments, two routes. European small businesses on One.com, Duda and Mono.net are reached through the platforms; universities, hospitals and mid-size US firms installed Termly themselves and are sold one account at a time.

Switching: two small flows and one platform decision

Since March 2026, 97 domains dropped CookieYes and kept Termly, and 62 did the same with Complianz. I trust the Complianz flow more. Of 121 domains we've seen running both, 62 left Complianz for Termly where Complianz's usual drop rate predicts about 8, and 17 went the other way. CookieYes runs at about twice its base rate, 97 against roughly 46 expected, with 83 of 210 sites still on both; it clears our tests by a hair. In a browser, 18 of 19 CookieYes movers and 14 of 15 Complianz movers now show only Termly, under 26 different Termly IDs, so these are separate owners, mostly on WordPress.

A bigger number sits outside the table. About 3,300 domains lost Cookiebot and kept Termly, and 2,965 of the 3,148 we listed are Duda sites: Duda changed the consent banner it provides. The 1,774 Termly sites still carrying Cookiebot are mostly Duda sites partway through that change.

Sales signal: the CookieYes and Complianz movers are small WordPress sites that wanted policies and a banner in one tool. For Termly's competitors, keeping a builder partnership is worth more than any number of single win-backs.

The stack around it

WordPress runs on only 20.71% of Termly domains, far below CookieYes or Complianz. Google Analytics is on 61.18%. Snowplow shows up on 25.31%, mostly because the builders bring it (it's Duda's built-in analytics). Few sites sell online: WooCommerce 2.94%, Shopify 1.78%. Bigger organisations weighing a full privacy platform are a different population; 2,543 of the companies that use OneTrust employ more than 10,000 people, per its profile.

Sales signal: a Termly site is likelier to be a builder site with Google Analytics than a WordPress install, which matters for anything sold as a plugin.

Termly's pricing page claims more than 2 million businesses and 1.7 billion banner views a month (read 29 September 2026); we find 42,303 live domains. Both can be true. Termly's figure is businesses, probably including many that generated a policy and pasted it into a site as HTML, which our script-based count doesn't see; we count running banners. The prices fit a small-site base: Free at $0 for one policy and a banner up to 10,000 views a month, Starter at $10 a month billed annually, Pro+ at $15. A company that needs data-request workflows and a privacy team's tooling usually shortlists Usercentrics or OneTrust instead.

Sales signal: Termly's numbers describe sign-ups and ours describe running banners. Prospect from ours, and drop builder sites when the business itself has to be the buyer.
