The size data says the same thing from another direction. Organisations with fewer than fifty employees are 94.58% of the base, and only 0.45% employ more than a thousand. GitHub Pages is free for public repositories, so there is no purchase decision to filter the population, and what we are measuring is closer to a census of developers who wanted a custom domain in front of a static site.
